When a new user is created, their account does not immediately appear in the assignee dropdown on existing issues. Users have to refresh the entire page before the new account becomes available for assignment. The dropdown should refresh or invalidate its cached user data after a new user is created so that recently added users can be selected without requiring a manual page reload.
